Bill of Lading (B/L): Definition, Types and Why It Matters
Updated October 2026 · By the ELTOSAI brokerage team
The bill of lading (B/L) is the fundamental document of ocean freight. It does three jobs at once: it is the carrier's receipt for the goods, the contract of carriage between shipper and carrier, and (in its negotiable form) a document of title that controls who can claim the cargo at destination.
Types you will encounter
The master B/L is issued by the ocean carrier to the forwarder or NVOCC; the house B/L is issued by the forwarder to the actual shipper. On most forwarder-managed shipments, you deal with the house B/L. An express (telex) release surrenders the original at origin so the consignee can take delivery without presenting paper: faster and standard for trusted trade relationships. A negotiable (order) B/L can be endorsed to transfer cargo ownership, which matters in letter-of-credit transactions.
The B/L and Mexican customs
Mexican customs requires the bill of lading (or air waybill for air freight) as a core supporting document for the pedimento. The consignee named on the B/L must match the importer of record, and the described goods must match the commercial invoice. Mismatches here are a routine cause of holds.
Practical tip: use express release wherever your payment terms allow it. Waiting on original B/Ls couriered across the Pacific is an avoidable delay that still hits first-time importers.
- Master B/L (carrier) vs house B/L (forwarder): know which one you hold
- Express/telex release avoids courier delays for originals
- Consignee must match the Mexican importer of record
- Goods description must match the commercial invoice
Frequently asked questions
What is a bill of lading?
The carrier's receipt for ocean cargo that also serves as the transport contract and, in negotiable form, as title to the goods. No B/L (or authorized release), no delivery at destination.
What is the difference between a master and a house bill of lading?
The master B/L is issued by the ocean carrier to the forwarder; the house B/L is issued by the forwarder to the shipper. On forwarder-managed shipments you normally work with the house B/L.
What is telex release?
The shipper surrenders the original B/L at origin so the carrier releases the cargo at destination without paper originals. It is faster than couriering documents and standard between established trading partners.
